Via the 'Monticello Configurations' tool and the Monticello Browser. Example
- open with the monticello browser the repository
MCHttpRepository
    location: 'http://www.squeaksource.com/Cryptography'
    user: ''
    password: ''
- Select the package 'Crypography-Configuration'
- hit browse
- hit install to load
