[V3dot10] Updates

There are no silver bullets.  However, "better the devil you know than
the devil you don't know".  The 3.10 process will be very similar to
the 3.9 process.  I'm making lots of small changes to it instead of a
few big changes.  In particular, we will try to use MC as much as
possible, and I am trying to fix the biggest problems with it, which I
have been told are atomic loading, slow loading of updates, and the
difficulty of converting change sets into new MC package versions.
