[V3dot10] [ANN] Build system documentation

I have just knocked up some documentation to explain how my proposed
build-system  works.

This is a first shot, and knowing that my documentation seems to fall
short, do let me know what you think.

I am going to move my Seaside-Magma-Pier image build process into this
build system first as an example (without tests). Then I will do 3.9.1
