Files baseline

My announcement was
a) for the Files team that we've got a baseline package;
b) for the 3.9 team that we've taken over maintenance of that package.
Nothing more, nothing less. No action is required.

Now, if we have something, as I explained before when describing how
the teams should operate, we'll drop Files package versions in the
inbox. As long as you don't see anything appearing in the inbox,
images can be built with the current version of the Files package
(CdG-13)
