As Andreas wrote, defaultFileNameConverter has to be modified (and
the class var in the LanguageEnvironment has to be cleared.)

Read the Unicode standard.
Because it is Unicode, a mechanism out of scope of Unicode has to
supply language information to do sensible stuff.
