Support platforms/Cross/vm/sqVirtualMachine.[ch] updates

Explicitly define VM_PROXY_MAJOR and VM_PROXY_MINOR in generated interp.h (responsibility of the interpreter class).

Set VM_PROXY_MINOR to 9 to include primitiveFailFor declarations. Previous minor version was 8, which was the default in the support code. Support code has been updated to support Cog features, and minor version 9 is now roughly equivalent to previous minor version 8.

Note - Alien plugin from SqS/Alien is apparently no longer compatible with support code, updates will be required (see Cog branch for working versions). For now, remove this plugin from standard interpreter VM builds.
