Modify interp.h generation so that it includes defines for
 VM_PROXY_MAJOR & VM_PROXY_MINOR.  See
http://lists.squeakfoundation.org/pipermail/vm-dev/2011-June/008460.html.

Add NewspeakVM and IMMUTABILITY to VMBasicConstants to allow
cppIf: chicanery to harmonize NewspeakInterpreter code with other
VMs.
