[Vm-dev] new Cog linux VM available

Thanks for the new VM Eliot.  FYI, I did run into an issue - strangely
Magma tests couldn't pass with this VM and I finally traced it down to
the fact that UUID new gives me the same UUID every time..

This doesn't appear to be a problem in oscog.56, so must've regressed
sometime since then.
