[Vm-dev] Need to update the shebangs for scripts in Cog image directory

For security reasons, many Unix/Linux systems (e.g. Ubuntu) now link /bin/sh
to something other than bash. This breaks various scripts in the Cog image
directory that start with #!/bin/sh.

The fix is to change those lines to #!/bin/bash.
