  Revert "Lock dpl version (v1.8.47)"

This reverts commit 6878d4422b87bef66c68befad247c398505065a8.

As it turned out, we cannot lock the dpl version due to a dependency problem. Also, the Bintray API appears to be unstable at the moment. Deployments seem to go through again at the moment.
