Right, that was Eliot (from memory).

On the rare occasion I build a windows vm it's in a virtualbox, and
updateSCCSVersions is slow, so we'd only want to invoke it if
required.

updateSCCSVersions creates three files which are the git hooks to
update the version info.  I think the absence / presence of those can
be used to determine whether to run updateSCCSVersions.
