I think something else must have gone wrong.  I tested caching-disabled here...

to force a full rebuild of all third-party dependencies and the max job time was 32 minutes 
(with timeout per-job, not overall.)

I do believe there would be value in that, particularly to speed up building locally for the first time.
But this failure for build 1.0.1585 seems like just an aberration.
