[Vm-dev] [OpenSmalltalk/opensmalltalk-vm] Rename freetype library as expected by cairo in 64bit windows (#352)

Currently, this is a pure hack: download the already built DLL instead of building it on the CI.
The extra indirection is because download name does not match install name.
Maybe just merge this now to let pharo make progress and clean later.
The travis failures are unrelated.
