[Vm-dev] [OpenSmalltalk/opensmalltalk-vm] Invalid connection of latest-build tags to codebase (#586)

I wanted to document the issue that the pre-releases "latest-build", "latest-assert-build", and "latest-debug-build" are a **data sink** for collecting the latest build artifacts, regardless of their timestamp. Initially, there was a new tag for those, corresponding to the actual code version. But soon after, that connection became invalid because of updated assets. The tag will never be updated. So, the GitHub interface shows an ever increasing age of those tags while the assets will indeed be "latest" and up-to-date if the actions pass.

You can use this issue to discuss alternative solutions to this matter.
