[Vm-dev] 64 Bit Raspian

I've been running the 64 bit beta for 18 months (or more?) and had no problems at all with either the OS or the VM. The currently known issue is the camera support; it has taken some time for the OS side to get sorted and at some point we need to update the CameraPlugin.
