[Webteam] One more news item, team model entered

Hi folks!

Ok, I entered the Team model description on the website:
	http://www.squeak.org/Community/Teams/

I also added a news item on the front page with a pointer to the
Election results.

Did these two things on both www and wwwtest, and made sure the Team
page on wwwtest is exactly like the one on www.

I did not snapshot though, feel free to do so.
