[Webteam] Fwd: [ANN] Smallwiki storage

One of our outstanding issues is external storage for the website. 
Here is a solution built on 3.8 -- I haven't looked at it in detail
yet, but I am almost confident that it would for 3.6.  The big issue
is the String refactoring of 3.8
