Try this:

HTTPSocket clearProxyUserPassword.
HTTPSocket useProxyServerNamed: 'my.proxy.server' port: 80.
HTTPSocket proxyUser: 'myUserID' password: 'myPassword'.

Also, you can manually download packages using a web browser and install them using Squeak's file browser.
