[Box-Admins] bugs.squeak.org move to rackspace

Hi all

Mantis has been moved.

The dns for
	bugs.squeak.org
now points to
	alan

The DB has been moved.
It now uses a 'cloud database' instance from rackspace.
The files are on scott, where I therefore installed php and nginx.
