That is correct, and it is of course meant to be that way. Note also
that it's not just the algorithm, but also its parameters (initial
flow assignments) that "stack the deck". Personally I think that is
just how a community works in real life as well. It would be bad if
the network were static, but anyone can get immediately to a 'hop=1'
position by convincing me (say) to certify him/her.

Two more observations/thoughts:
- Probably you'll want anyone with apprentice to vote. At least I'd
prefer to have the widest possible audience here (a sort of
self-selecting thing - if you're interested enough to register
yourself on the voting register and tell something about yourself, you
should be allowed to vote). Getting apprentice status is easy;
- I haven't analyzed the SqP graph, but I would be extremely surprised
that it wouldn't exhibit the small-world phenomenon, which means that
almost everyone is very close to the roots and has enough "flow" (see
the initial flow assignments on SqP) to certify quite a number of
people at the apprentice level.
