[Elections] Squeak People Passphrase Reset

Please note: Squeak People now possesses functionality to allow you to
reset your own passphrase without having to trade email with the site
administrators.  You can find a link to it on the login page.

Please use this in lieue of emailing box-admins as previously directed.
