I think this is good enough to close. Obviously it would be nice to add  
something to
WAAdmin or something to add the development configuration for all  
applications (or
this might be accomplished as I have suggested before by having a  
SharedConfiguration
called "Application Defaults" or similar, which is created by the  
Environment and
added to any applications that are created).

But this seems like a separate issue... adding a development configuration  
is a
relatively user-friendly solution to this for the meantime.
