I would add it after all the SystemConfiguration ancestors. The Environment  
would
just create an Application with its default configuration and then add the
SharedConfiguration to the end.

I tried adding a WADeveloperConfiguration and all behaved as I would expect.
Currently the debug error handler setting doesn't take effect because the  
Environment
is overriding it with a local value per-application. Is that what's  
confusing you?
This would not be a problem if it just set it in the "Application Defaults"  
shared
configuration...
