Well, whether something is a browser bug or an HTML bug is always a matter
of opinion. ;) The problem is likely that those browsers don't like the
CSS being used to size the textarea.  Perhaps you could try adding
rows/cols attributes to the element as well?  I don't have easy access to
IE 5.5 to test with.
