I assume you mean Windows' notepad here. Just make sure you save file as 
(File / Save As...) content with UTF-8 encoding. But that's not all, 
notepad will save file with UTF-8 preamble (3 bytes 0xEF 0xBB 0xBF) 
which I think indicate what is byte-ordering of the file.
