This seems like a bug in PlotKit (the JS part, not the Smalltalk
part). You can try to increase the padding with:
#paddingLeft:right:top:bottom:
If that doesn't fix it, it would probably be the best to ask in the
PlotKit mailing list (http://groups.google.com/group/plotkit/) along
with the minimal HTML + JS code that generated the graph.
