[Seaside] Accented characters

I saw this problem when I was preparing Seaside for the 3.9 kernel
image. But I expected that it was problem only of this image, not the
general problem of Squeak 3.9. I use unicode characters (Czech) in
production every day for long time (WAKomEncoded code is partly mine)
without problems but this images are still based on version 3.8.
