[Seaside] BUG config app as root does not work with session cookie enabled

Subject attempts to say it all.

I discovered that configuring my pier app as root according to Lukas' 
instructions ( 
http://smallwiki.unibe.ch/smallwiki/pier/configuretoberootapplication/ ) 
worked fine with session cookies set to false, but refused to work 
otherwise.
