[SoC] Student allocations and second round of scoring

Hi all

April 6th, 21:30 UTC is the deadline for communicating to Google the
desidered number of student. For this reason I've reduced our extremely
high number of requested students to 14 (the number of us mentors).

Google will then announce how many student slots have been allocated to
us. As soon as we know the number of student slots, we'll have to start
a second round of scoring.

The purpose of this second round of scoring is to eliminate duplicates
from the accepted student list. So if a student has two projects that
would be selected, we'd have to drop one after talking to the student.
If a student would be accepted in more than one organization, we'd have
to talk to the student and the other organization's mentors and decide
who's going to accept him.

If April 11th comes and a student is accepted in more than one
organization, he'll have to choose which project to pursue, and the
discarded organization will also lose the student slot.
