[SoC] Let's start reviewing the proposals.

Hi all,

There are some proposal already, so we should start reviewing them.

Here's a guide to how to use Google's web app (for mentors):

Please note, and I have to stress this one, that *we should not score
the proposals yet*, so we should just stick to reviews and comments for
now.

Once submissions are closed, all the mentors could meet in IRC for a
collective review session. It's not really necessary, but it could be
productive.
