A Full Allocation Rate

This is mostly to Ian, but others may have advice or be interested in the
answer:
Ian, I'm using your SystemMonitor (startFull) on several of my systems, and
on one, I'm maxing out the "alloc" (allocation rate?) bar. What does that
mean? I know what maxing out the memory means -- buy more memory, allocate
more to Squeak. What does maxing out allocation mean?
