I asked Brian and he said it was originally developed by Roxie Rochet for 
Tektronix Smalltalk. Juanita ( and/or Steve Messick) and then Brian 
rewrote it for use by Team/V. Brian was the final author. I think the 
code is still property of Objectshare though. Perhaps someone there 
(hint, hint Stephan B.) could get permission to release it.
