[ENH][GOODIE] Time Zone Support for Squeak

Thanks for this very helpful goodie.

Several methods refer to UTC as time on a smalltalk system "near the
international date line." My understanding is that the international
date line is a half circle, located not at the zero meridian, but 180
degrees away from it. Should these comments read "near the prime
meridian" instead of "near the international date line"?

(It might be even simpler and clearer if they read "near longitude 0"
instead of "near the prime meridian".)
