pulled Java out of the standards process it had begun in the spring= with ECMA, an international standards body. Officials decided that Sun's= own Java Community Process, or JCP, protects the integrity of Java and s= erves the needs of developers better than ECMA could. <p>Sun's move affe= cts a shrinking base of developers, since the ECMA process involved Java = 2 Standard Edition. That version, while essentially the core of Java, is = nevertheless built for use on the client, while most Java developers are = focusing efforts on the server side. <p>"The use of Java on the client i= s on the decline," said Joe Menard, president of the e-commerce server un= it of BEA Systems Inc., in San Jose, Calif. "Most people are moving towar= d Java Server Pages and leaving all the Java as [Java Beans] runn= ing on the server." <p>Sun's recent actions back that sentiment. Last we= ek, officials announced that Sun will give away all source code, run time= s and binaries of J2SE, eliminating any subsequent royalty fees and requi= ring only the passage of compatibility test suites. <p>"This has been a = sore spot. [Fees] are too high for some companies," said George P= aolini, vice president of Java Community Development for Sun, of Palo Alt= o, Calif., noting that the fees Sun did charge did not amount to much. "W= e've never made money ... from the Java software group." <p>Java partner= s said Sun also is not helping its cause to promote Java usage in Web cli= ents, where technologies such as HTML and Extensible Markup Language are = more popular. <p>"It's mostly the Java client that people are looking at= as needing a standard, and that's been up in the air for a long time," s= aid Vince Casarez, vice president of development tools for Oracle Corp., = of Redwood Shores, Calif. "It puts another nail in the coffin for Java on= the client." <p>But even with the Enterprise Edition, Java 2 is by no m= eans mature. The J2EE, which Sun launched last week, includes only early = specs of Enterprise Java Beans and Java Server Pages. In addition, camps = are split in efforts to standardize Java for embedded devices. As a resul= t, experts are calling for a different kind of standards push, one that m= ay be better off in the hands of the open-source community. <p>Pulling J= ava from ECMA, Sun critics contend, will increase the number of clone ven= dors and the likelihood of a clean-room version of Java emerging from the= open-source community. <p>Rajiv Gupta, general manager of Hewlett-Packa= rd Co.'s E-speak division, said developers in the open-source community h= ave promised to create a Java alternative and predicted that the version = would grow in popular ity, like the Linux operating system or Apache Web = server. <p>"The difference is this clean-room version will be owned by t= he open-source community," Gupta said. "And the community of open-source = advocates and developers, as Linux has demonstrated, is much more powerfu= l than any one company." <p>Other Java licensees insist that Sun will no= t be able to maintain control of the quasi-open-source JCP, leading to a = breakdown of Java continuity. <p>"Today, one single company controls 	= 1;Java], and I don't think that's going to work long-term in an open = Internet environment," said Rod Smith, vice president of Java at IBM, in = Armonk, N.Y. "The JCP has a long way to go to being an open process, and = my view is it's not a substitute for ... open standards." <p>In seeking = international standardization of Java, Sun chose to go through ECMA, rath= er than the ISO, but wanted to model the process after the JCP, said Paol= ini. However, complications arose when the European industry association = wanted to control the process and the copyright of Java standards. <p>"W= e cannot abdicate our ownership of copyright," Paolini said, adding that = the situation came down to a negotiated truce or a pullout. Sun chose the= latter. <p>This time, Sun officials did not indicate whether they would= seek alternative standards processes, suggesting that Java is well enoug= h established on its own. "Being a de facto [standard] is pretty = good," Paolini said. <p>In fact, Sun's Java software president, Pat Suel= tz, has invited several developer partners to attend a workgroup this wee= k to help Sun figure out how to get the most out of the JCP. In the meant= ime, ECMA this week will vote on whether to standardize Java without Sun.= <p>Nevertheless, some users don't see Sun's withdrawal of Java from ECM= A as a positive sign. <p>"That's kind of unnerving," said Don Lafontaine= , senior system programmer at Canadian National Railways, in Ottawa.
