I disagree.

This statement seems true only in a sense for which it can also be said that there is also no Bazaar for Linux, Sendmail and the rest of the cannon of OSS.  Linus controls or delegates control over his code distributions, as does Eric his own as does Squeak Central with theirs.  Nevertheless, there is a substantial core of folks contributing on a regular basis, whose contributions are incorporated, or not, by the "code owner."  The Bazaar derives from the ability of an individual to read and modify the code and the openness of a channel of communication with respect to the same -- both are readily present for Squeak.
