And for those of you who actually write this, there is a proposal from
the US Naval Obs, the people who do these sorts of things, to get rid
of leap seconds.  That will probably mean that we'll get some fun 
y2k type issues where people have assumed that that UT1 = UTC, or, 
that |UT1 - UTC| is never greater than one...
