The best available time zone package, used in most Unix system, can be found
at:

 ftp://elsie.nci.nih.gov/pub/

This contains data and a a GNU C library to read the data.

This is by far the best data available. For example, it includes Sydney's
special daylight saving time rules for the Olympics.
