[Win32] Another VM update

Hi,

Could this be related to the problem that Squeak exibits on UNIX when it
"goes to sleep" and it takes two requests to wake it up whereupon it
executes both requests? Probably not but I still need help with this one...

Is it possible that some varient of this bug exists in the Mac vm as well?
I noticed the massive slowdown problem on *both* Win95 and MacOS.
