[BUG] 2.9a, global flaps got whacked?

Hi Folks.

I updated my test pilot image to the latest last night and my pre-existing
global flaps got wacky.  Specifically, the menu flap seems to be quirky (all
of the menus got sort of mashed together into a new spot).

Just for kicks, I disabled global flaps, choosing not to save them.  Then I
turned global flaps back on...  Whammo!  Got a walkback.

Anybody else notice this?
