I note that there is a Unicode Technical Report (look in
http://www.unicode.org/unicode/reports/
) whose number I don't recall at the moment, which deals
in some detail with the problem of how best to handle
LF, CR, CRLF, NEL (yes, NEL _is_ a standard C1 control),
and the Unicode Line Separator (LS) and Paragraph Separator (PS)
codes.

Anyone who is having trouble with this issue should definitely
look at that report.
