This seems to me to be hard to enforce, maybe if there were separate email
addresses and these were automatically added before being re-mailed to the
group?  squeak-annc does this, but is a separate ML.  Would it be possible
to have separate email addresses, but not separate ML?  So you send a mail
to squeak-dev and it gets sent to squeak, but with [DEV] prepended onto
the subject...

Would this be possible or would it turn into some kind of maintenance
nightmare?  It would make it harder to start a new thread of discussion,
but it might be worth it...
