I want to suggest to stay with one mailing list, but also to introduce a
subject naming scheme, e.g.:
[DEV]		for development
[DISC]		for discussions
in addition to [ENH][UPDATE][GOODIE][BUG][FIX].

Then everyone can filter the eMails like he/she wants to...

Lets talk about an improved naming scheme instead of introducing new
mailing lists: If we had another ML, we also would have the problem to
decide which topic belongs to which ML.
