[BUG][FIX] SystemDictionary lastUpdateString broken after [UPDATES] Bug Fixes for 2.7 / on to 2.8alpha

In SystemDictionary lastUpdateString, it appears that 1777majorShrinkFix1-JA temporarily disabled a call to ChangeSet highestNumberedChangeSet and hard coded 1762. If you revert to the previous version of this method you can restore its functionality. 

After reverting, the last update display in the Squeak flap shows 1780 instead of 1762.
