When you are in "full screen", you can't see the application menu. However, 
as others point out, Command-Tab does attempt to cycle through applications 
(such as Finder), which I was unaware of. It appears that if you have no 
other application running, Command-Tab will briefly flash the menu bar. If 
you time your mouse click just right, you can catch the application menu and 
"tear it off" to be a free standing menu. ( real [low budget] video game 
stuff :-) ). Similarly (without tear off) for other menus.
