[BUG][FIX] Fix for bad arrowhead geometry in PolygonMorph

The enclosed changeset fixes the tendency of arrowheads in PolygonMorphs
to be offset downwards and to the right by borderWidth//2 . This
effect can be seen clearly by making an open PolygonMorph with an arrowhead
and a fairly thick borderWidth, and then rotating it through its various
angles.

Not yet fixed is the fact that the arrowheads extend past the end vertices.

Also, the arrow geometry itself has been factored out, and can be overridden
by subclasses.
