I don't recall the exact message I got at first, but I do recall a few 
hiccups before getting Yoshiki Ohshima's excellent WinCE VM to run.  Is 
that the one you use?

If so:  Make sure download the MS G(ame?)API and upload the arm/gx.dll 
which you find therein to your iPAQ.
