Release 3.1 or 3.2?

I guess the idea of snapshots would have some good benefits in making it
a little easier to point people to a recent reasonably-stable release;
though we do sort of have this with the frequent release of images with
all the updates in (thanks Bruce).

As another possibility, how about something really radical; declare a
functional/technical aim for the next release and make the release when
it is achieved. Extras not anticipated would be welcome, as would
bugfixes. By having a list of aims published we might be able to achieve
some more effective collaboration and avoid duplication. Bugfixes would
be put out via the update stream for the previous release as is
currently done.
