out-of-box experience: Squeak flap obscuring windows and sticky Preferences window

A couple of comments on the "out of box experience":

The buttons in the Squeak flap often open windows.

These windows are usually obscured by the flap itself. So you have to close
the flap or move the window to see the window.

Also, why are most of the windows in the Squeak system opened in default
positions, while the Preferences window opens up stuck to the Hand, requiring
it to be dropped somewhere?

It seems like things that look alike (in this case, like windows) ought to
behave similarly when they're created. I can't think of any reason why ONLY
the Preferences window should stick to the Hand when it's created.
