[ENH] Add drop shadow preference control for newly created ProjectViewMorphs

This change set will enhance V2.9a update #3299 to include an Preference
that optionally creates the ProjectViewMorphs with a drop shadow.

I found I kept going back and adding the shadow everytime I created a
Project view and decided a preference to control it would be handy.
