This is definitely religious war material. :)  I tend to prefer the inboard scrollbars, and most newcomers to Squeak will probably be more familiar with them.  But I can understand the preference for flop-out scrollbars, there are significant tradeoffs both ways.  (As opposed to some other preferences, such as clickOnLabelToEdit, which seems pretty useless to me.)

Maybe a reasonable compromise would be to have flop-out scrollbars as the default, but also have a window present somewhere in the startup image which has its scrollbars set to inboard.  This way, the newcomers who happen to prefer inboard scrollbars will notice that this window has them, and will realize that there must be a way to turn them on if they want to.  (Or, a good introduction somewhere to the preferences window might suffice, too.)
